BOARD MEETING CALLED TO ORDER AT 6:10 PM BY PRESIDENT, MEG RAPHEAL.
New board members were welcomed and all introduced themselves.
Meg made a motion to approve the October Board meeting minutes. It was seconded and approved by all. Sue made a motion to accept the 2022 Annual Meeting Summary for publication on the website. It was seconded by Meg and approved by all. Carole will add them to the website.
Jack Jungbauer - Treasurer’s Report
- The bank balance as of 10/31/22 is $120,230.
- We received $150 in dues in October and $125 in wine glass sales from the annual meeting.
- Jack will reimburse Doug for the PO Box fees.
- In October, expenses included:
- Annual dinner - Dellwood, table rental and dinner signs - $10,818
- Ramsey County Boat Inspections for 2022 - $3000
- Monthly Shopify fees - $29
- Jack presented a proposed 2023 budget along with some alternatives, if we increased boat inspections and/or shoreline grants. Meg, Doug and Jack will be having a discussion with Matt Kocien about possible alum boost treatments. The budget will be reviewed again, with that additional information, at the December meeting.
- Shoreline grants were discussed as it related to the roll-over of funds not allocated in 2022. BEAA will continue to roll any unused funds forward into the next calendar year’s reserve. 2023 funds available will be the base of $20,000 plus $5602.90 rolled over from 2022. The 2022 tracking spreadsheet and the 2023 Matching Grant document are at the end of these meeting minutes.
- Jack and Meg had discussed the annual meeting attendance, and it was decided to try to keep track of the number of attendees. Carole will pull up any data she has from past years and create a tracking spreadsheet going forward.
- Some ideas to increase attendance included:
- A survey to determine interests/questions homeowners may want addressed.
- Carole will contact our web team, Melissa and Kelly, to see if they know how to create surveys.
- Determine how to increase communications – we are already doing Facebook, NextDoor, Mail Chimp and Instagram.
- Consider how to increase the percentage of dues paying members – some incentives again? In 2022, for those who paid dues within 6 weeks, there was a drawing for 2 dinner tickets, a large BEAA logo flag and a premium parking spot for Music on the Lake.
- Possibly offer a gift to new dues paying members?
- The existing welcome packet will be reviewed at the December meeting. Carole will send the existing packet to board members for their review/suggestions.

Meg Rapheal – President’s Report
- On 11/21, Meg, Doug and Jack will have a conference call with Matt Kocien regarding the possible need for alum boost treatments.
- SAFL baffles were brought up at the annual meeting. Doug will call to determine how many are placed around the lake. Carole is aware of 2 placed along the south shore and Joe mentioned one proposed for the intersection of Bald Eagle Ave and Bald Eagle Boulevards East and West.
- Other questions brought up at the annual meeting were discussed and required no further action.
- Meg will talk with Kathy Fleming regarding the zebra mussel found at 5449 Bald Eagle Blvd W, the Gavins’ home. Justin Townsend will be contacted by Meg or Kathy.
- MN Lakes and Rivers have grants for “no child left inside” activities. A youth fishing contest was suggested as well as the idea of an educational presentation by Steve McComas at Hanifl or Tamarack and then perhaps a hands-on event at the boat launch. Doug will investigate fishing contest options. Meg will follow up with Matt Kocian and Kendra re the educational options. They have already offered to assist with this.
- The annual dues letter will be sent out in January.
- Meg will start drafting the letter and will include information about how BEAA dues are being spent.
- Meg will have Joe review the drafted letter for any suggestions.
- Meg will also add a special “Music on the Lake” donation line item and remind homeowners that dues are not used to pay for this event.
- It was decided to process the mailing ourselves. Carole printed up all necessary labels and purchased envelopes and postage. We’ll pick a “envelope stuffing date” at the December meeting.
- The letter will be sure to include known event dates for 2023.
- Meg will start drafting the letter and will include information about how BEAA dues are being spent.
- Music on the Lake will be organized by Jenn and Laura this year. Carole will send them Nick’s contact information. Meg sent them Nick’s “2022 task list.”.
- Spring Clean Up – Sue will contact Kevin Lund to see if he can be there with his trailer and take trash to his business dumpster. Sue should work with Kevin to set a date so we can include it in the letter.
- Stand Up Paddleboard (SUP) spring event – Meg contacted Allison Drusch and she is willing to help again in 2023.
- The boat Inspection budget was discussed for planning 2023 expenditures. Meg communicated with Justin Townsend regarding how additional funds from BEAA could be allocated for more boat inspections, times of day, days of the week, etc. We currently have about 16 hours per weekend staffed with inspectors and pay Ramsey County $3000/year. If we doubled that allotment to $6000k/year, we could add about 100 hours, which we’d like to have added to Fridays. Especially as more zebra mussels have been found this fall, additional inspections might be helpful. It was stated, that as we know, not every boat can be inspected, but an increased presence will bring more awareness to the issue and hopefully make boat owners more vigilant on their own. Meg contacted Justin and let him know the board approved the increase. Justin will include these additional funds as they budget their 2023 time/money.
Doug Mulder - Vice President Report
- Adopt-a-drain… questions regarding a drain on Bald Eagle Blvd E. Carole will contact the adjacent homeowner.
- Graffic Traffic results? – Carole will keep sending out reminders on FB, ND and Mail Chimp. Meg will keep posting on Instagram.
Annual Dinner Report – Sue and Deb
- 4/27/23 is reserved for our annual dinner next year. Invitations will go out around 3/15….6 weeks prior.
- Deb will send out a “save the date” notice through mail chimp and then Carole will post on Facebook and NextDoor. Meg can post on Instagram.
- We want to keep the auction items to approx. 65 again due to size of room
Jack made a motion to adjourn the meeting at 8:40. Doug seconded and all approved.

BEAA Approved Shoreline Restoration Program 2023
- A maximum total of $20,000 will be allocated by Bald Eagle Area Association (BEAA) to the Shoreline Restoration Program (SRP) for 2023. If there are not enough projects submitted or approved, the funds will be carried over into the following calendar year.
- BEAA will fund 30% of the total approved project cost up to a maximum of $5,000 per approved project.
- Applications for the SRP grants should be submitted to Rice Creek Watershed District (RCWD) at www.ricecreek.org who will then enlist Ramsey County Soil and Water (RCSW) to do a site survey and provide final approval of the project. Only projects approved by RCSW and RCWD will be eligible to receive a grant from BEAA.
- Grants will be awarded in the order of the date the property owner approved the concept plan from RCSW until the $20,000 maximum allocated is exhausted. If a project was approved but there were no available funds, the party can re-apply the following year and keep their place in line. This assumes that BEAA will fund another SRP for the following year.
- BEAA will pay the contractor on the approved project and not the property owner. Payment can be for the initial down payment to get the project started with a properly documented contract and invoice from the contractor.
- Only one BEAA SRP grant can be awarded to any property address in any 10-year period.
- Rain gardens that would hinder runoff and enhance the water quality of Bald Eagle Lake are also eligible for approval and funding under BEAAs program for 2023.
- BEAA’s SRP is open to all properties that abut Bald Eagle Lake in Ramsey/Anoka/Washington Counties and any properties that directly affect the Bald Eagle watershed and its water quality.
